The bottom-up planning has been considered more appropriate in the largest democratic country like India which eventually has facilitated the process of micro planning. Given the population growth, vulnerable conditions of the rural people living below poverty line and resource constraints, planning at micro level is essential to achieve need and resource-based sustainable development with people`s participation in a stipulated timeframe. Accordingly, the District, Block and Gram Panchayats have been empowered to prepare and execute plans for economic development in accordance with the resources, felt-needs and priorities, with focus on equity and social justice.

Planning need to be supported with appropriate Monitoring and Evaluation mechanism as management tool for the development managers at all levels. The conventional Monitoring and Evaluation system that focused on information collection exercise on physical and financial achievements for onward transmission has become less relevant in the context of decentralized development administration. People themselves need to take stock of the progress meant for them. Social audit is a must for transparency, accountability and quality implementation of development programmes. The development personnel need to be oriented to participatory decentralized planning, monitoring and evaluation knowledge and skills to carry on their jobs more effectively. The Centre for Planning, Monitoring and Evaluation has been formed merging the while Centre for Micro Planning and Centre for Monitoring and Evaluation.
Centre`s Mandate
Evolve and disseminate methodologies in participatory micro level planning for sustainable development.
Conceive, design and organize training and research programmes with focus on participatory approach to Planning. Monitoring and Evaluation for development functionaries of Rural Development and Panchayati Raj as well as NGOs, banking sector etc.
Contribute to the formulation of the policies, strategies and programmes of Rural Development by providing feedback based on M&E studies.
Documentation of successful planning processes in the form of case studies in different parts of India.
Provide consultancy services both in the field of training and research on Planning, Monitoring and Evaluation.
Focus
The CPME focuses mainly on sensitization and exposure to skills in the use of tools, methods and approaches for participatory micro planning monitoring and evaluation including developing indicators; the logical framework approach for programme formulation and management; formal surveys M&E designs; rapid rural appraisal and participatory method; impact evaluation; cost-benefit and cost-effectiveness analysis; stakeholders’ participation. The CPME provides broad-based and comprehensive `state-of-art’ services and guide on all aspects of Planning Monitoring and Evaluation in Rural Development.

Development of spatial planning techniques at micro level.
Prepared guidelines on district planning for Planning Commission, Government of India for operationalising district planning in the country.
Developed methodology for inter-sectoral planning using satellite imageries and GIS.
Prepared guidelines on planning for integrated rural development programme.
Evaluation of Operation Blackboard Programme; to study the impact on enrolment and dropout rates at primary educational level, organizational and infrastructure development 1991, 1995, 1999, MHRD, Government of India.

1. Planning and Management of Rural Development (PAMORD) conducted for 12 years in collaboration with the University of Birmingham, UK for Senior functionaries and development managers in Government, Banking, NGOs etc.

2. International Diploma Programme on Decentralised Planning for Afro-Asian Countries under sponsorship from ITEC, SCAAP, UNDP, Colambo Plan, AARRO etc.

3. International Training Programmes on Poverty Reduction under PATAP under sponsorship by FAO, IFAD and AARRO.

4. South Asia Regional Training Course “Policy and Institutional Reforms for Sustainable Rural Development in South Asia” 2001 – with World Bank Institute, Washington (2000).
