added advantage for the households who prefer their children to work
rather than to attend school.

PROJECT ABSTRACT: Objectives:1)To measure the achievement levels of literacy of TLC
learners; 2)To identify the areas and aspects of strengths and weaknesses
of the programme; and 3)To suggest the intervention measures to be taken
up by the ZSS to improve the situation in their future
programmes.
Methodology: In this external evaluation, multiple methods
were adopted to gather required information. To evaluate the TLC
achievements, simple form of test paper was prepared and administered.
This test paper consisted of three major parts -- (1) Reading, (2) Writing
and (3) Arithmetics, which are considered as essential learning components
under TLC. Since, Kolar district is a multi-linguistic area, the test
paper was canvassed in three different languages -- Kannada, Urdu and
Tamil. Besides, constructed interview schedules were canvassed to get the
data from the ZSS officials and Village Panchayat. Focus Group Discussions
were also conducted with those of the taluk level officials who were
involved in TLC implementation, and also with teachers, anganwadi workers
and learners.
Study
Area: Karnataka State, Kolar District, 11 Taluks, 94 Gram Panchayats and 11 Municipal
Areas.
PRESENT STATUS:
Completed: Major findings and Conclusions: 1. On the whole,68.8 per
cent of the total sample achieved 70 per cent and above marks in all the
three test components. 2. Gender-wise analysis reveals that females
outnumbered males in obtaining minimum standards in TLC programme. 3.As
usual performance level varies from the test component to other. By and
large, performance levels of learners was poor in writing as compared to
reading and arithmetic abilities. Similar trend was observed among the
three multi-linguistic groups. 4. Since PLC was also completed in the
district, it is evident that learners, especially women learners, were
well aware of the well being activities.

at individual level and community level have been achieved; 2)To asses the
effectiveness of the activities of Zilla Saksharata Samiti in terms of the
stated objectives of PLC; and 3)To provide guidance to the district
authority to take corrective measures to overcome the shortcomings and
bottlenecks.
Methodology: The required data were generated by test
administration for neo-literates, questionnaires for Z.S.S. Officials,
interviews with women neo-literates and community leaders; discussions
with officials and literacy functionaries at village, Block and district
levels. The study covered 16 Blocks, 66 Villages, 4,229 Neo-literates and
68 literacy functionaries. Focused Group Discussions were also held with
women learners and voluntary instructors.

Area: Maharashtra State, Yavatmal District, 16 Blocks and 66 Villages.
PRESENT STATUS:
Completed: Major findings and
conclusions. 1. The general awareness has increased among the learners.
However, skill development for income and employment generating activities
are given less priority in PLC programme. 2. Infrastructure facilities
have to be strengthened which include lighting, sound system, etc. 3.
Women are participating equally with men in the learning process and this
has positive consequence on the girl children and their behaviour. 4.While
improving the writing ability; vocational training for skill and income
improvement should also be given much importance in the CEP.

data recalls that girls literacy in Madhya Pradesh is lower than
Maharashtra as Madhya Pradesh has 37.82% SC and The Statesman population where as
Maharashtra has only 12% population of SC and The Statesman. In Madhya Pradesh,
theurban population is 23.21% whereas in Maharashtra, it is 38.73%.
Efforts are being made in both the states for improving girls literacy
after 73rd Amendment Act.

ABSTRACT: Objectives: (1)To understand the financing pattern of Operation Blackboard in our
federal structure and to probe the difficulties that the scheme is facing
in the background of financing pattern. (2)To understand why the
utilization of resources meant for Operation Blackboard is varying across
the states and to suggest measures for fuller utilization of
resources.
Methodology: Considering the prevailing unevenness
across the states with regard to the release as well as utilization of the
funds for the OB scheme, seven states were selected for the study. The
overall development and their geographical location were also considered
in the selection of the states.
Study
area: Punjab, Rajasthan, Madhya Pradesh, Tamil Nadu, West Bengal,
Karnataka and Goa.
PRESENT STATUS:
Completed:The Operational Blackboard scheme consists of provision of 3 kinds of input provisions of schools namely rooms, teachers
and teaching learning equipments(TLE). Procedural delays caused cost
escalation in school room construction, and no additional funds were made
available to compensate for this escalated cost . Physical inputs like
school rooms and materials of TLE are not supplied in accordance with the
stipulations of the scheme. Many schools have complained that materials
supplied are of very low quality and some times irrelevant for the
schools.
